As Project Manager, Tifani Barnes is proactively involved in almost all aspects of a project’s completion, from negotiations and subcontract agreements to tracking, analysis, and issue resolution. Mrs. Barnes is adept at tracking and evaluating the progress of multiple projects at once. She is an expert at negotiations with subcontractors and onsite superintendents, making sure all subcontract and prime contract requests are met and completed in a timely manner.
With more than 16 years as a Construction Project Engineer/Manager, Mrs. Barnes has mastered the art of multi-tasking. She oversees all tracking and analyzation of project costs in order to forecast challenges and ensure the project’s budget is maintained. In addition, Mrs. Barnes oversees Hamel’s Project Management Department by working with project engineers and project coordinators to make sure all company policies and procedures are being met.
Prior to joining Hamel Contracting, Inc., Mrs. Barnes served in many capacities for both public and private works general contractors. She has experience in nearly all types of construction projects from retail and residential to hospital, educational and public works. She began her career as an Accounts Receivable Coordinator for several companies before becoming a Project Estimator and Project Administrator in the construction industry. She is OSHA (Occupational Safety and Health Administration) 30 Certified.
As General Superintendent for Hamel Contracting, Inc., Robert May oversees new construction and modernization projects for a variety of Hamel Contracting, Inc. clients. Mr. May’s responsibilities include bringing projects in on-time and on- or under-budget, scheduling with subcontractors, suppliers and inspectors, and facilitating weekly safety meetings.
Mr. May has nearly four decades of experience in the construction industry and has developed excellent relationships with project owners, inspectors, subcontractors, and quality control administrators. As a K through 12 construction specialist, Mr. May has worked with numerous Southern California school districts in projects ranging from classroom and building construction to swimming pool and multi-purpose building construction.
A veteran of all aspects of school and hospitality construction projects, Mr. May is a graduate of the Fire Science Program, the Carpenters Joint Apprenticeship Program, and is certified by the International Code Council (ICC), ICBO Inspection Training, Storm Water Pollution Prevention Plan (SWPPP), and OSHA (Occupational Safety and Health Administration)10.
As Estimating Coordinator for Hamel Contracting, Inc. Anna Velazquez oversees project bidding, documentation, sub-contractor relations, contractual agreements, and project estimating. She is responsible for acquiring bid information, documentation, bonds and creating positive working relationships with all Hamel Contracting, Inc. sub-contractors.
Mrs. Velazquez is an experienced and knowledgeable contract administrator adept at preparing contracts and estimates for both public and private sector construction projects. She has worked with a variety of Hamel Contracting, Inc. clients including school districts, municipalities, private-sector developers, and government agencies with contracts and bids exceeding $10 million. She often works directly with project managers, architects, superintendents, and Hamel Contracting, Inc. owner and founder Grant Hamel to organize specifications, construction plans, and documents to ensure each project is completed on-schedule and on-budget.
With more than 15 years’ experience in the construction field, Mrs. Velazquez is an expert in client services, and both interpersonal and organizational relationships. She has developed a legacy at Hamel Contracting, Inc. for working under pressure and keeping up-to-date with technology. Mrs. Velazquez attended California State University, Fullerton, where she studied business administration and is a licensed Notary Public in the State of California.
Office, Accounting, and Human Resources Manager
As Office, Accounting, and Human Resources Manager, Lucy Testerman’s priority at Hamel Contracting, Inc. is to make sure everything runs smoothly and efficiently. Mrs. Testerman organizes all office operations, procedures, and clerical functions.
In addition to her duties as Office Manager, Mrs. Testerman is responsible for all aspects of payroll administration including the processing of internal payroll procedures—time sheets, classifications, issuing checks, direct deposits, and monitoring benefits for all Hamel Contracting, Inc. employees. She is also responsible for the processing of all required Federal and State payroll taxes and payments. Annually, Mrs. Testerman runs, reviews and prepares year-end reports for A/R, A/P, and P/R including the processing of W-2, W-3 and 1099 tax forms and year-end 401k compliance reporting.
Mrs. Testerman is also in charge of new employee recruitment, advertising for new employees, scheduling of recruit interviews, and the preparation of job offerings. She works closely with President Grant Hamel throughout the hiring process. Mrs. Testerman is a self-motivated professional with the ability to multi-task and accommodate changing priorities and deadlines. She is bilingual in English and Spanish.
